It argues that Western schooling is upside down in how it distributes resources and inside out in its dependence on school as place, and it proposes a redesign in which students' dependence on teachers decreases with age.

This address served the original PDF of the briefing, prepared, in the paper's own closing words, by drawing on the ideas in Overschooled but Undereducated and additional research from around the world, to be helpful to those in an English city, and in British Columbia, who were seeking to bring about radical change. The English city was Bath, where the paper circulated during the Larkhall's Children campaign of May 2010; British Columbia was then actively rethinking its provincial education plan. The restored edition below summarizes the briefing section by section, quoting sparingly, and closes with a short 2026 audit kept clearly separate from the historical text.
The thesis: upside down and inside out
The paper's abstract states the whole case. In the light of recent research on the nature of human learning, the present Western, essentially Anglo, system of schooling is both upside down in its distribution of resources and inside out in its excessive dependence on school as place, on formal rather than informal learning, and on the teacher as instructor rather than facilitator. Redesign the system on constructivist and enquiry based practice, the abstract argues, and student dependence on teacher and school will decrease with age, allowing growth in student choice and responsibility.
The argument from human nature
The briefing opens with the oldest question in education, nature against nurture, and notes that current thinking still polarizes around three beliefs each articulated at least two and a half thousand years ago: Plato's conviction that ability is fixed at conception, gold, silver, or iron in the blood; the ancient Hebrew insistence that children should not be confined to their parents' learning, for they were born in another time; and Confucius's observation that natures are alike and habits carry people apart, with his reminder that a child who is told forgets, a child who is shown remembers, and a child who does, understands.
Modern science, the paper argues, shows how each captures one aspect of learning. Drawing on the quarter century of biomedical, genetic, and evolutionary research then available, it describes the brain as an archaeological paradise of predispositions laid down like geological strata, adaptations made thousands of generations ago and transmitted genetically. Language rides piggyback on older networks built for vision, which is why humans think more easily in pictures and stories than in abstract theory. The brain, in the paper's favourite image, has the texture and resilience of ancient oak rather than preformed chipboard: you can do almost anything with the oak, only one thing with the chipboard. The conclusion is pointed. Most schools were designed on the assumption that children are born to be taught rather than to learn, which is why, for so many, the wonder of learning has been replaced by the tedium of trying to remember what somebody else said about something that never interested them.
The argument from history
A central section traces how schooling took its present shape: the Greek invention of school as a place of pleasurable, balanced activity for ages seven to fourteen; the medieval Latin curriculum; and the decisive sixteenth century turn when Elizabethan schoolmasters, Roger Ascham chief among them, declared book learning under a teacher's censorship many times more effective than learning through experience, thereby setting the classroom apart from the lives of ordinary people. The paper pairs that history with the collapse of apprenticeship in the late nineteenth century and the invention, around 1904, of adolescence as a dangerous aberration to be contained rather than an adaptation to be used.
Cognitive apprenticeship and subsidiarity
Two ideas carry the paper's constructive case. The first is cognitive apprenticeship, the research programme restored in full elsewhere in this archive as Cognitive Apprenticeship: Making Thinking Visible. The briefing compresses it into a sequence: showing, in which the learner watches expertise in action; coaching, in which the expert works alongside; scaffolding, temporary support while the learner takes over the task; and fading, the deliberate withdrawal that completes mastery. Within such an apprenticeship, the paper notes, task and expertise are both visible, and learners watch one another as much as the master.
The second idea is subsidiarity, which the paper defines as the principle that it is wrong for a superior body to hold the right of decision over matters a subordinate body can handle for itself. Subsidiarity, it insists, is not delegation; it is a relationship of trust, not control, and it is the exact opposite of the command and control assumptions inherited from the industrial age.
The staffing proposal
The briefing's most concrete section, and its most quoted, is a staffing table comparing current with proposed student to teacher ratios across the thirteen years from kindergarten to grade twelve. Using the same thirteen teachers for roughly the same number of students, it proposes classes of fifteen to eighteen in the earliest years, where current systems allow twenty two or more, rising deliberately to forty and fifty by the final grades. At that point, the paper argues, class size becomes meaningless: a nominal fifty to one might mean taught classes of twenty five for half the day and tutorial groups of ten or twelve, with the majority of periods directed by students themselves. The design mirrors cognitive apprenticeship at system scale: modelling, scaffolding, fading, and mastery spread across thirteen years, so that young people leave school already practised in directing their own learning. An appendix dramatizes the result through a day in the life of a senior student who moves among a learning path facilitator, open lectures, a writing workshop, and a cognitive apprenticeship with a local marine biologist.
The paper closes with the moral charge that runs through all the Initiative's work: in the saga of the ages, if a generation fails, the fault lies squarely with the previous generation for not equipping the young well enough for the changes ahead.
A 2026 audit, kept separate
Read sixteen years on, the briefing's predictions have fared unevenly, and this section is editorial commentary, not part of the historical text. British Columbia did move: its redesigned curriculum of the mid 2010s adopted enquiry based and competency language strikingly close to the briefing's vocabulary, though staffing structures barely changed. England went the other way, toward tighter central prescription and heavier examination. The inversion of resources the paper demanded, smaller classes for the youngest and graduated independence for the oldest, remains rare everywhere. And the paper could not have foreseen the arrival of capable machine tutors and answer engines in the 2020s, which has made its central distinction between formal instruction and genuine learning more urgent, not less: when answers are cheap, the apprenticeship of judgment, showing, coaching, scaffolding, and fading, is the part of education machines cannot supply on their own. On the briefing's own test, the system in 2026 is still upside down and inside out.
